Who is Who

Many actors are involved in Joint Clinical Assessments and Joint Scientific Consultations, each with a specific role within the procedure. The two lists below set out who does what in the JCA and in the JSC.

Procedure

Role in the JCA

Actors involved in a Joint Clinical Assessment and their specific responsibilities during the procedure.

  1. European Commission

    EC / HTA Secretariat

    Identifies experts, manages conflict of interest (CoI), manages the HTA IT Platform, and collects expert input.

  2. HTA Coordination Group

    HTACG

    Approves the JCA report and summary report.

  3. JCA Subgroup

    Subgroup

    Representatives from HTA bodies or equivalent organisations from EU and EEA countries participating in the JCA Subgroup. Selects experts, reviews the assessment scope, and reviews the draft report.

  4. Assessor Team

    Assessor + Co-assessor

    Assessor + Co-assessor; members of the JCA Subgroup. Leads the procedure, prepares the assessment scope, and drafts the JCA report.

  5. Health Technology Developer

    HTD

    Submits the JCA dossier and any additional information or clarifications requested during the assessment process.

  6. Patients & Clinical Experts

    Share lived experience, clinical expertise, and insights relevant to the assessment.

  7. BCCH

    Brussels Centre for Collaboration in Health

    Manages contracts and payments and provides practical support throughout the process.

  5. Health Technology Developer

    HTD

    Submits requests for JSC, briefing packages, and additional information or clarifications when requested.

  6. Patients & Clinical Experts

    Share lived experience, clinical expertise, and insights relevant to the consultation.

  7. BCCH

    Brussels Centre for Collaboration in Health

    Manages contracts and payments and provides practical support throughout the process.
